Prospect Housing Partners is a purpose-driven organization that works directly with homeless services providers, healthcare organizations, and community groups focused on improving the quality and supply of transitional housing and shelter for vulnerable New Yorkers.

Katie Devine

Founder and Managing Principal

Katie Devine is a trusted adviser throughout the housing community, committed to helping nonprofit and for-profit clients and partners increase the quality and supply of affordable, supportive, and transitional housing for vulnerable New Yorkers.

Katie has led the development and preservation of over 5,500 units of affordable housing and shelter across several states. She is known for her expertise and creative use of partnership structures and financing tools, including hotel-to-housing conversions, zoning variances, tax incentives, and city-backed financing for the development of nonprofit-owned homeless shelters.

Katie has been recognized for her work by City & State and New York Nonprofit Media, and has been an invited speaker at several conferences and events. She is a graduate of the Cornell University School of Hotel Administration, a member of the Advisory Board for Women’s Affordable Housing Network–NY, and an active member of the Supportive Housing Network of NY and NYSAFAH.

Niall Murray

Principal

Niall Murray founded Rockabill in 2007 and leads the firm’s various business lines from strategy/direction, identifying opportunities, client relationships—and most importantly, identifying key people and relationships with which to grow our business.

Niall’s career in affordable housing has spanned decades and includes new construction, preservation and acquisitions. He has developed or assisted in the development of over 15,000 units primarily in New York City and State. Niall’s greatest achievement is to create businesses that are widely known and respected throughout the industry for their knowledge, integrity, and value creation, and that attract the highest quality people.

Niall is a reformed accountant and banker, and is currently a member of NYSAFAH’s executive committee and the boards of Hoboken Community Center and Flax Trust America.
